Utility Allowance Reimbursement
HACV provides a monthly utility allowance to eligible families for tenant-paid utilities. The utility allowance in deducted from the Total Tenant Payment. The utility allowances are based on the typical cost of utilities and services paid by energy- conservative households in housing of similar size and type in the same area. Allowances are not based on the family’s actual energy consumption. If the unit is an all-bills-paid unit, the family’s utility allowance will be $0.
Where the Utility Allowance exceeds the family's Total Tenant Payment, the PHA will provide a Utility Reimbursement Payment for the family. The Utility Reimbursement Payment will be made out directly to the tenant.
